- The Ministry of Home Affairs (MHA) has unveiled India’s First National Counter-Terrorism Policy and Strategy, titled ‘PRAHAAR’, establishing a structured national framework to address evolving and complex security threats.
Highlights of PRAHAAR
- PRAHAAR articulates a seven-pillar framework: (P)revention, (R)esponse, (A)ggregation of capacities, (H)uman rights and the rule of law, (A)ttenuation of radicalisation, (A)ligning and shaping the international alignment, and (R)ecovery through a whole-of-society approach.
- By codifying these pillars, the doctrine transforms counter-terrorism from an ad hoc security function into a clearly defined national security framework.
- The policy emphasises strengthening institutional capacity through modernisation of equipment, training, and infrastructure, along with standardisation of counter-terror mechanisms across states and addressing existing operational gaps.
- The policy adopts a whole-of-government and whole-of-society approach, encouraging cooperation between government agencies, private sector stakeholders, and civil society to enhance preparedness, response, and recovery mechanisms.
