{"id":946,"date":"2026-03-12T06:46:25","date_gmt":"2026-03-12T06:46:25","guid":{"rendered":"https:\/\/materials.simplycurrentaffairs.com\/?p=946"},"modified":"2026-03-17T06:46:36","modified_gmt":"2026-03-17T06:46:36","slug":"removal-of-speaker","status":"publish","type":"post","link":"https:\/\/materials.simplycurrentaffairs.com\/index.php\/2026\/03\/12\/removal-of-speaker\/","title":{"rendered":"Removal of Speaker"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#199668\" class=\"has-inline-color\"><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong>Removal of Speaker<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/mark><\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\"><strong><strong><strong><strong><strong><strong>Procedure for Removal of Speaker<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/mark><\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The post of Speaker is the\u00a0<strong>constitutional and ceremonial head of the Lok Sabha.<\/strong>\u00a0<\/li>\n\n\n\n<li><strong>Rules 200\u2013203 of the Rules of Procedure and Conduct of Business in Lok Sabha\u00a0<\/strong>and\u00a0<strong>Article 94-96<\/strong>\u00a0deal with the procedure to\u00a0initiate\u00a0the\u00a0<strong>removal of the Speaker.\u00a0<\/strong>\u00a0<\/li>\n\n\n\n<li>A\u00a0<strong>resolution for removal<\/strong>\u00a0of Lok Sabha Speaker can only be moved after giving<strong>\u00a0at least 14\u00a0days notice.<\/strong>\u00a0\u00a0<\/li>\n\n\n\n<li>The notice must be\u00a0<strong>signed by at least one member<\/strong>\u00a0and\u00a0<strong>given in writing to the Secretary-General of the Lok Sabha.<\/strong>\u00a0<\/li>\n\n\n\n<li>In order for\u00a0the motion to be admitted for discussion,<strong>\u00a0at least 50 members must rise in support<\/strong>\u00a0of it in the House.\u00a0\u00a0<\/li>\n\n\n\n<li>For the removal to be successful, the\u00a0<strong>resolution must be passed by an &#8220;effective majority.&#8221;<\/strong>\u00a0\u00a0\n<ul class=\"wp-block-list\">\n<li>Effective majority means the majority of all the then members of the House (total strength minus vacancies).\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>As per<strong>\u00a0Article 96<\/strong>, the<strong>\u00a0Speaker cannot preside\u00a0<\/strong>over the House while a resolution for their removal is under consideration.\u00a0\n<ul class=\"wp-block-list\">\n<li>In such a scenario, the\u00a0<strong>Deputy Speaker<\/strong>\u00a0typically presides over the business of the Lok Sabha.\u00a0\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The Speaker has the<strong>\u00a0right to speak and take part in the proceedings.\u00a0<\/strong>They\u00a0<strong>can vote in the first instance<\/strong>\u00a0(as an ordinary member).\u00a0<\/li>\n\n\n\n<li>Though there are past instances of resolutions seeking the removal of Speaker\u00a0(in 1954, against G.
