Challenge Fund<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/mark><\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\"><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong>About<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/mark><\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Launched in April 2026, the <strong>Urban Challenge Fund (UCF)<\/strong> aims at <strong>catalysing market-led and reform-driven urban infrastructure development<\/strong> across the country.\u00a0<\/li>\n\n\n\n<li>The Fund, which will be operational from<strong> FY 2025\u201326 to FY 2030\u201331 <\/strong>(extendable by 3 years), marks a <strong>significant shift in India\u2019s urban development strategy<\/strong> \u2013 from<strong> grant-based financing to a market-linked, outcome-oriented model.<\/strong>\u00a0<\/li>\n\n\n\n<li>UCF, with a<strong> total Central Assistance of \u20b91 lakh crore<\/strong>, is implemented as a <strong>Centrally Sponsored Scheme<\/strong> of the <strong>Ministry of Housing and Urban Affairs (MoHUA).<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\"><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong>Financial Assistance<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/mark><\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Under the scheme,<strong> Central Assistance <\/strong>will cover <strong>25 per cent of project costs,<\/strong> provided that <strong>at least 50 per cent of the financing is mobilised from market sources <\/strong>such as municipal bonds, bank loans and Public\u2013Private Partnerships (PPPs).\u00a0\u00a0\n<ul class=\"wp-block-list\">\n<li>The<strong> remaining share<\/strong> will be contributed by<strong> states, Union Territories and Urban Local Bodies (ULBs).<\/strong>\u00a0\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The initiative is expected to leverage a<strong> total investment of \u20b94 lakh crore <\/strong>in the urban sector over the next five years.\u00a0<\/li>\n\n\n\n<li><strong>Projects<\/strong> will be <strong>selected<\/strong> through a <strong>transparent, competitive challenge mode, <\/strong>with <strong>funding linked to clearly defined reforms, milestones and outcomes.<\/strong>\u00a0<\/li>\n\n\n\n<li>To <strong>enhance the creditworthiness of cities<\/strong> \u2013 particularly <strong>Tier-II and Tier-III urban centres <\/strong>\u2013 the government has also launched a<strong> \u20b95,000 crore Credit Repayment Guarantee Scheme.<\/strong>\u00a0\n<ul class=\"wp-block-list\">\n<li>The scheme will provide a <strong>Central guarantee of up to \u20b97 crore or 70 per cent of the loan amount<\/strong> (whichever is lower) for<strong> first-time loans taken by smaller ULBs<\/strong>, including those in northeastern and hilly states and cities with populations below one lakh.\u00a0\u00a0\n<ul class=\"wp-block-list\">\n<li>For<strong> subsequent loans<\/strong>, a <strong>guarantee of up to \u20b97 crore or 50 per cent of the loan amount<\/strong> will be provided upon successful repayment of the first loan.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\"><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong>Project Verticals<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/mark><\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Fund will<strong> support projects<\/strong> under<strong> three major verticals:<\/strong>\u00a0\n<ol class=\"wp-block-list\">\n<li><strong><span style=\"text-decoration: underline;\">Cities as Growth Hubs:<\/span><\/strong> Integrated spatial and economic planning, greenfield and semi-greenfield developments, transit-linked growth, urban mobility and critical infrastructure.\u00a0<\/li>\n\n\n\n<li><strong><span style=\"text-decoration: underline;\">Creative Redevelopment of Cities:<\/span><\/strong> Renewal of central business districts, heritage areas, brownfield regeneration, climate resilience initiatives and measures to decongest cities, especially in northeastern and hilly states.\u00a0<\/li>\n\n\n\n<li><strong><span style=\"text-decoration: underline;\">Water and Sanitation:<\/span><\/strong> Upgradation of water supply, sewerage and stormwater systems, water grids, integrated solid waste management and legacy waste remediation.<\/li>\n<\/ol>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\"><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong>Coverage<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/mark><\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Urban Challenge Fund will cover:\u00a0\u00a0\n<ul class=\"wp-block-list\">\n<li>All cities with a<strong> population of 10 lakh or more<\/strong> (2025 estimates);\u00a0<\/li>\n\n\n\n<li><strong>All State and Union Territory capitals <\/strong>not covered above; and\u00a0<\/li>\n\n\n\n<li><strong>Major industrial cities<\/strong> with a<strong> population of 1 lakh or more.<\/strong>\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Smaller ULBs and all cities in northeastern and hilly states <\/strong>will be eligible under the<strong> credit
