  • The Department of Science & Technology (DST)<\/strong> launched the Research, Development, and Innovation (RDI) Scheme in 2025<\/strong> to catalyze a private sector-driven R&D ecosystem.<\/strong>\u00a0<\/li>\n\n\n\n
  • Launched with a total outlay of \u20b91 lakh crore,<\/strong> this initiative aims to strengthen India\u2019s capabilities in strategic technologies <\/strong>and promote technological self-reliance<\/strong>.<\/li>\n<\/ul>\n\n\n\n

    • India’s Gross Expenditure on R&D (GERD) as a percentage of GDP<\/strong> stands at a modest 0.64 per cent, substantially below the global average.<\/strong>\u00a0\u00a0\n
        \n
      • Leading economies, such as the US (3.48 per cent), China (2.43 per cent), and South Korea (4.91 per cent), invest significantly more.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n
      • Low expenditure in R&D is <\/strong>partly due to low investment in R&D from the business sector<\/strong>, which accounts for only 41 per cent of the total expenditure.<\/strong>\n
          \n
        • This is in stark contrast to countries such as China (77 per cent), United States (75 per cent), and South Korea (79 per cent), where business sector contributions to R&D are significantly higher.\u00a0<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n

          Objectives<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/mark><\/strong><\/h3>\n\n\n\n
            \n
          • The key objectives of the scheme are:\u00a0\u00a0\n
              \n
            • Encourage the private sector<\/strong> to scale up research, development, and innovation (RDI) <\/strong>in sunrise domains<\/strong> (industries with high growth potential) and in other sectors relevant for economic security, strategic purpose, and self-reliance;\u00a0<\/strong>\u00a0<\/li>\n\n\n\n
            • Finance transformative projects<\/strong> at higher levels of technology readiness for faster translation from concept to market;\u00a0<\/li>\n\n\n\n
            • Support acquisition of technologies<\/strong> which are critical or of high strategic importance<\/strong>; and\u00a0\u00a0<\/li>\n\n\n\n
            • Facilitate setting up of a Deep-Tech Fund of Funds<\/strong> to support deep technology (rooted in the advances of cutting-edge science & technology) start-ups.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n
            • The Anusandhan National Research Foundation (ANRF),<\/strong> chaired by the Prime Minister<\/strong>, will provide overarching strategic direction to the RDI Scheme.<\/li>\n<\/ul>\n\n\n\n

              Anusandhan National Research Foundation:<\/strong><\/strong><\/h4>\n\n\n\n
                \n
              • ANRF is a statutory body <\/strong>established in 2004 under the Anusandhan National Research Foundation (ANRF) 2023 Act.\u00a0<\/strong>\u00a0\n
                  \n
                • ANRF replaced the Science and Engineering Research Board (SERB)<\/strong>, established in 2008.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n
                • The ANRF aims to seed, grow and promote research and development (R&D) <\/strong>and foster a culture of research and innovation<\/strong> throughout India\u2019s universities, colleges, research institutions, and R&D laboratories.\u00a0\u00a0<\/li>\n\n\n\n
                • The Department of Science and Technology<\/strong> is the administrative Department of ANRF which is governed by a Governing Board<\/strong> consisting of eminent researchers and professionals across disciplines.\u00a0\u00a0\n

                  • The Prime Minister<\/strong> is the ex-officio President <\/strong>of the Board and the Union Minister of Science & Technology & Union Minister of Education <\/strong>are its ex-officio Vice-Presidents.<\/strong>\u00a0\u00a0<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n

                    Funding<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/mark><\/strong><\/h3>\n\n\n\n
                      \n
                    • The RDI Scheme aims to provide long-term financing or refinancing with long tenors at low or nil interest rates<\/strong> to spur private sector investment.\u00a0<\/strong>\u00a0<\/li>\n\n\n\n
                    • The RDI Scheme will have a two-tiered funding mechanism.<\/strong>\u00a0\u00a0\n
                        \n
                      • At the first level,<\/strong> there will be a Special Purpose Fund (SPF)<\/strong> established within the ANRF<\/strong>, which will serve as the custodian of the \u20b91 lakh crore corpus.\u00a0<\/li>\n\n\n\n
                      • The fund will not directly invest <\/strong>in industries and startups but will channel capital to second-level fund managers,<\/strong> who can be Alternative Investment Funds (AIF), Development Finance Institutions (DFI), Non-banking Finance Companies (NBFCs), among others.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"
