class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\"><strong><strong><strong><strong><strong><strong><strong>About<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/mark><\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In January 2026, the <strong>Union Ministry of Environment, Forest and Climate Change <\/strong>notified the <strong>Solid Waste Management (SWM) Rules, 2026, superseding the Solid Waste Management Rules, 2016<\/strong>.\u00a0\u00a0<\/li>\n\n\n\n<li>The rules have been notified under the<strong> Environment (Protection) Act, 1986 <\/strong>and came into full effect from <strong>April 1, 2026.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\"><strong><strong><strong><strong><strong><strong><strong><strong>Key Provisions of the 2026 Rules<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/mark><\/strong><\/h3>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Four-stream Segregation:<\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Four-stream segregation of solid waste at source<\/strong> has been made <strong>mandatory <\/strong>under the SWM Rules, 2026.\u00a0\u00a0\n<ul class=\"wp-block-list\">\n<li>Waste is required to be segregated into <strong>wet waste, dry waste, sanitary waste <\/strong>and<strong> special care waste <\/strong>(paint cans, bulbs, mercury thermometers and medicines, etc.).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-group border-list\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<h4 class=\"wp-block-heading\"><strong><strong><strong><strong><strong><strong><strong>Did you know?<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>About 1.85 lakh tonnes\/day solid waste is generated in the country, of which 1.79 lakh tonnes\/day is collected, 1.14 lakh tonnes\/day is processed or treated and 39,629 tonnes\/day is landfilled, as per Central Pollution Control Board\u2019s 2023-24 data.<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><strong>Extended Bulk Waste Generator Responsibility:<\/strong><\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The new rules <strong>introduce Extended Bulk Waste Generator Responsibility (EBWGR),<\/strong> under which <strong>Bulk Waste Generators are made accountable for the solid waste generated by them.<\/strong>\u00a0\u00a0\n<ul class=\"wp-block-list\">\n<li>Bulk Waste Generators include <strong>entities with a floor area of 20,000 square metres or more,<\/strong> or<strong> water consumption of 40,000 litres per day or more, <\/strong>or<strong> solid waste generation of 100 kg per day or more.<\/strong>\u00a0\u00a0<\/li>\n\n\n\n<li>These include <strong>central and state government departments, local bodies, public sector undertakings, institutions, commercial establishments and residential societies, <\/strong>among others.\u00a0\u00a0\n<ul class=\"wp-block-list\">\n<li>Bulk Waste Generators account for nearly <strong>30 per cent of total solid waste generation.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Bulk Waste Generators <strong>must ensure that the waste generated by them is collected, transported and processed<\/strong> in an<strong> environmentally sound manner.\u00a0<\/strong>\u00a0<\/li>\n\n\n\n<li>This provision is expected to significantly <strong>reduce the burden on urban local bodies <\/strong>and <strong>promote decentralised waste management.<\/strong><\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><strong><strong><strong><strong><strong><strong><strong>Online Monitoring:<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The rules provide for the development of a<strong> Centralised Online Portal to track all stages of solid waste management,<\/strong> including waste generation, collection, transportation, processing and disposal.\u00a0<\/li>\n\n\n\n<li>The rules <strong>mandate audits of all waste processing facilities. <\/strong>Audit reports are <strong>required to be uploaded <\/strong>on the centralised online portal.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><strong><strong><strong><strong><strong><strong><strong><strong>Duties of Local Bodies:<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Under the revised rules, <strong>local bodies are responsible for the collection, segregation and transportation <\/strong>of solid waste.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong>Use of Refuse Derived Fuel by Industries:<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The new rules <strong>define Refuse Derived Fuel (RDF)<\/strong> as <strong>fuel produced by shredding and dehydrating municipal solid waste with high calorific value<\/strong>, primarily consisting of non-recyclable plastic, paper and textiles.\u00a0\u00a0<\/li>\n\n\n\n<li><strong>Industrial units<\/strong>, including cement plants and waste-to-energy plants that currently use solid fuel, have been<strong> mandated to replace it with RDF.<\/strong>\u00a0\u00a0\n<ul class=\"wp-block-list\">\n<li>The<strong> fuel substitution rate<\/strong> will increase from the current 5 per cent to <strong>15 per cent<\/strong> over a six-year period.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong>Restrictions on Landfilling and Remediation of Legacy Waste Dumpsites:<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The focus of the new framework is on a<strong> \u2018waste hierarchy\u2019 <\/strong>which <strong>prioritizes prevention and reduction<\/strong>, followed by<strong> reuse, recycling, recovery and disposal<\/strong>, with prevention being the most preferred option.\u00a0<\/li>\n\n\n\n<li>In effect, <strong>landfills<\/strong> will only take in <strong>non-recyclable, non-energy recoverable waste and inert material<\/strong>, with<strong> higher landfill fees<\/strong> prescribed for <strong>local bodies<\/strong> for<strong> sending unsegregated waste to landfills.<\/strong>\u00a0<\/li>\n\n\n\n<li>The rules mandate <strong>mapping and assessment<\/strong> of all legacy waste dumpsites and provide for time-bound<strong> biomining and bioremediation<\/strong>, with quarterly progress reporting through the online portal.<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-group border-list\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<ul class=\"wp-block-list\">\n<li><strong>Biomining<\/strong> is the <strong>process of using microorganisms (microbes) to extract metals of economic interest<\/strong> from rock ores or mine waste. Biomining techniques may also be used to<strong> clean up sites that have been polluted with metals.<\/strong>\u00a0<\/li>\n\n\n\n<li><strong>Bioremediation<\/strong> is the <strong>process of treating and detoxifying environmental contaminants<\/strong> in <strong>soil, water or other environments<\/strong> by <strong>taking advantage of natural biological processes.<\/strong>\u00a0\n<ul class=\"wp-block-list\">\n<li>It can be done using<strong> plants<\/strong> (phytoremediation), <strong>microbes<\/strong> (biostimulation), <strong>fungi<\/strong> (mycoremediation) or<strong> even animals<\/strong> such as fish (biomanipulation).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong>Solid Waste Management in Hilly Areas and Islands:<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Special provisions<\/strong> have been introduced for solid waste management in <strong>hilly areas and islands.<\/strong>\u00a0\u00a0<\/li>\n\n\n\n<li>These include the <strong>levy of user fees on tourists and regulation of tourist inflow <\/strong>by local bodies based on available waste management facilities. <strong>Hotels and restaurants<\/strong> will undertake <strong>decentralised processing of wet waste.<\/strong><\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong>Levy based on the \u2018Polluter Pays\u2019 Principle:<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The rules provide for the <strong>levy of environmental compensation based on the \u2018Polluter Pays\u2019 principle for non-compliance<\/strong>, including cases of operating without registration, false reporting, submission of forged documents or improper solid waste management practices.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong>Central and State-level Committees:<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The rules also provide for the establishment of <strong>Central and State-level Committees for Effective Implementation.<\/strong>\u00a0\u00a0<\/li>\n\n\n\n<li>At the State level or Union Territory level, a <strong>committee chaired by the Chief Secretary of the State or Head of Union Territory Administration <\/strong>shall recommend measures to the Central Pollution Control Board for effective implementation of the rules.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\"><strong><strong><strong><strong><strong><strong><strong><strong>Why in News?<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/mark><\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Supreme Court has directed the Ministry of Environment, Forest and Climate Change (MoEFCC) to issue a notification under the Environment (Protection) Act, 1986 delegating its powers to District Collectors across the country for one year to ensure strict implementation of the Solid Waste Management (SWM) Rules, 2026.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Solid Waste Management Rules, 2026 About Key Provisions of the 2026 Rules Four-stream Segregation: Did you know?
