BioE3 Policy

About

  • Launched in 2024, the ‘BioE3 (Biotechnology for Economy, Environment and Employment) Policy aims to promote the adoption of cutting-edge advanced technologies and Biomanufacturing in the country.

Biomanufacturing:

  • Biomanufacturing leverages engineering microbial, plant, animal and human cells with increasing precision and control to produce commercially important products.  
  • In addition to enabling India’s emissions reduction goals, Biomanufacturing will also have a transformative impact across diverse sectors of health, agriculture, food, pharmaceuticals, chemicals, materials, biofuels, etc.
  • The policy is implemented by the Department of Biotechnology, Ministry of Science and Technology.

Highlights of the Policy

  • Six thematic areas of national importance have been identified for implementation under the Policy. These include  
    1. Biobased chemicals, Biopolymers, Active Pharmaceutical Ingredients (APIs) and Enzymes;  
    2. Smart Proteins and Functional foods;  
    3. Precision biotherapeutics,  
    4. Climate resilient agriculture,  
    5. Carbon Capture and utilization; and  
    6. Marine and Space Research.
  • The Policy aims at accelerating development of technologies for bio-based products and their commercialization by setting up of BioEnablers that include Bio-Artificial Intelligence (Bio-AI) Hubs, Biofoundries and Biomanufacturing Hubs across the country.  
    • Bio-AI hubs will be set up to augment research and innovation for the development of technologies for bio-based products. 
    • Bio Foundries and Biomanufacturing Hubs will aim at setting up of infrastructure/ facilities for augmenting scale up of technologies for bio-based products.  
  • The policy aims to steer India on the path of accelerated ‘Green Growth’ by promoting ‘Circular Bioeconomy’.  
    • A circular bioeconomy is a new economic model that emphasizes the use of renewable natural capital and focuses on minimizing waste, replacing the wide range of non-renewable, fossil-based products currently in use. 
  • The initiative will support India’s commitment to achieving net-zero carbon emissions, while being constantly guided by the goal of equitable access, ethics and biosafety.
